Making the soil impenetrable renders it uninhabitable to ground-nesting bumblebees. Over-mulching can prevent bumblebees from establishing adequate underground habitats. Further, over mulching can reduce the amount of nutrients available to your plants.
Try using stepping stone paths through the garden, to protect sensitive nesting sites.
Provide water for your pollinators--it gets hot working in the garden during the summer and spring.
